Memorandum of Cooperation with the Ministry of Ecology and Natural Resources of Ukraine

On March 7, 2018, a memorandum of cooperation was signed between the Ministry of Ecology and Natural Resources of Ukraine (Ministry of Natural Resources) and the Institute of Space Research of the National Academy of Sciences of Ukraine and the State Space Agency of Ukraine (NASU-SSAU).

The territory of Ukraine is a large area, and so the process of mapping land cover requires the development and application of automated methods of artificial intelligence and machine learning to the time series of satellite data. Given the large amount of satellite data that needs to be processed to create a map of the earth’s surface, this requires the use of high-performance, fast-access cloud computing.

SRI of NASU-SSAU is a leader in the development and application of machine learning methods in geospatial information processing tasks. Our expert methods and cloud based classification techniques based on deep learning methods allow us to evaluate indicators and monitor the achievement of sustainable development goals for the country.

Ukraine is a member of international programs, conventions and initiatives (including at the UN) to control the environment, in particular the United Nations Framework Convention on Climate Change, the Kyoto Protocol, the UN Convention to Combat Desertification and more. In the framework of participation in this activity, international institutions require the Ministry of Ecology and Natural Resources of Ukraine land cover mapping for the whole country on a regular basis and to evaluate existing land-use changes.

The experience of SRI of NANU-SSAU will help fulfill Ukraine’s commitments and promote fruitful cooperation with the Ministry of Environment.
